Manpower and labour supply

Verified people, written scope, agreed rate. Nothing arrives on site without all three.

Three ways people are engaged

Most manpower enquiries are one of these. Which one you need changes the rate, the notice and the terms, so it is worth naming it at enquiry.

By the day

One or more people for a fixed number of days. Rate per person per day. Suits a burst of work, a shutdown, a delivery or covering an absence.

Part-time deployment

Part-time deployment follows the days and hours agreed in the written scope. Two or three days a week is the most common request from societies and small offices. Charged monthly.

Full deployment

One person on site every working day, month to month. Rates are lower per day than casual engagement and the person is consistent, which is usually the point.

Consistency is the reason most people move from daily to monthly. A caretaker who knows where the stopcock is, which pump trips and which flat complains is worth more than a cheaper person who does not.

What approved actually means

PRESTA does not supply unverified casual labour. Three things are in place before anyone is sent, and none of them is optional.

  • Identity on file. Government photo identification and a contactable address, recorded before first deployment, not on the day.
  • Skill confirmed. A trade claim is checked against previous work or a practical assessment. Someone who says they are an electrician is treated as an applicant, not as an electrician.
  • Written scope and rate. What the work is, who is coming, for how long and at what rate — agreed before anyone arrives on site.

Where a site requires further verification before entry, that can be arranged. Tell us at enquiry rather than on the morning, because it takes time and a person turned away at a gate is a day lost for everyone.

What this is not. Manpower supply against a written scope. Not a labour contract, not a payroll service, and not a substitute for a licensed contractor where the work requires one. Where a licence is required, we arrange a qualified contractor and coordinate the work instead.

Who supervises, and who is responsible

This is the question that causes most disputes on manpower, and it is worth being blunt about.

Where the site does not want to supervise, deploy a supervisor as part of the team. It costs more per day and removes the ambiguity entirely, which on a team of four or more is usually the cheaper answer.

What to send with a manpower enquiry

Trade and number

Two helpers and an electrician is a different enquiry from three general labourers.

Duration and pattern

Three days, or Tuesdays and Fridays for six months. The pattern changes the rate.

Location and access

Where, how they get in, and whether there is anything about the site that affects entry.

What the work involves

Enough to confirm the trade and the skill level actually needed.

Site requirements

Induction, additional verification, specific PPE, working hours restrictions.

Start date

Same-week requests are often possible. Same-day depends entirely on who is free.
